Updated City Ordinances related to dogs effective May 1, 2019

The City of Inver Grove Heights City Council recently approved updates to City ordinances related to dogs which are effective as of May 1, 2019.

Updates to the City ordinances were discussed and approved as the City prepares to open its first off-leash dog park. The City Council and City Staff wanted to address the requirements for the off-leash dog park and assure the City ordinances were consistent. The main components addressed in the updates included: dog licensing, dog vaccinations and dog leashing.

The major changes with the updated City ordinances are:

  • The City will no longer require a dog to be licensed
  • The City will require all dogs to have up-to-date rabies vaccinations
  • The City will require all dogs to be on a leash of 16 feet or less when they are not on their owner’s property or within the off-leash area of Heritage Village Park

These updated ordinances will be in effect as of May 1, 2019 and the Inver Grove Heights Police Department will enforce these ordinances. “Anyone found to have a dog that does not have a rabies vaccination or that the rabies vaccination has expired, will be subject to a misdemeanor punishable by up to 90 days in jail and/or a fine of up to $1,000,” states Deputy Chief, Sean Folmer. He goes onto say that “All other vaccinations, including distemper/parvo, will be up to the owner and their veterinarian to decide on what to administer.” The police department will also impound dogs they find to be off-leash in violation of City ordinances. In general, the police department responds to animal control complaints and issues, the City does not respond to issues related to wild animals. Rabies Vaccination Clinic: Tuesday, June 11: 5-7 p.m.

The City will host a Rabies Vaccination Clinic in partnership with Inver Grove Heights Animal Hospital and provide the vaccines at a reduced rate of $15. This clinic will be held in conjunction with the Grand Opening of the City’s first off-leash dog park on Tuesday, June 11, 2019 from 5-7 p.m. at the new Heritage Village Park, 4321 65th Street, Inver Grove Heights, 55077. A rain-out date will be Thursday, June 13 during the same timeframe.

A pass will be required for each dog to use the new off-leash dog park and will require an annual renewal. Dog park passes will be available to purchase beginning May 1, 2019, in-person at the Inver Grove Heights Parks & Recreation Office, 8055 Barbara Avenue East, Inver Grove Heights, 55077 or online at: These passes will also be available to purchase the day of the Grand Opening event. The passes will be effective June 11, 2019.

“This new off-leash dog park is an exciting addition for our City,” says Eric Carlson, Parks & Recreation Director. “It provides an opportunity for residents and visitors to enjoy a safe and secure public space with their furry companions off leash.” Features of this new off-leash dog park include 11+ acres of off-leash area, separate entrances for small and large breeds, water fountains, lighted trails within the off-leash areas, seating and a parking lot.
